What is the difference between the Central Agency Packaging Register/LUCID and a dual system?

The Central Agency Packaging Register (ZSVR) is a private non-profit foundation that acts as the regulatory body for the German Packaging Act and monitors compliance with the duties set out by this law. The agency runs the publicly accessible LUCID Packaging Register for registration and data reports.
In contrast, a dual system is a private-sector company accredited as such, which is responsible for handling the collection and recycling of packaging waste. By paying a ‘licensing fee’ to a dual system of its choice, a company that is subject to licensing duties participates in the costs for the professional collection, sorting and recycling of their packaging waste, as organised by this dual system.
Both organisations – namely the Central Agency Packaging Register with LUCID and the chosen dual system – must be regularly reported to by all companies subject to licensing, in order to fulfil the three duties set out by the Packaging Act:
