Yes: if you increase your volumes, you must pay the difference to the licensing fee charged for your original volume.
Your licensing fee is calculated according to the packaging that you place on the market. If you distribute a larger volume, this also increases the packaging waste to be handled by the disposal and recycling processes organised by the dual systems, and this difference must therefore be paid for.
