The Packaging Act does not only apply to the sale of products to traditional end consumers, it also applies to the sale to so-called comparable sources. These are institutions where goods are unpacked and disposed of by end consumers on site. As a result, the waste remains in the institution and packaging waste is produced that must be disposed of via the institution's waste at the normal household frequency, just as in private households. For this reason, such institutions are equated with private households in the Packaging Act. The packaging waste generated there is thus also affected by the Packaging Act and distributors of this packaging are obliged to comply with their extended producer responsibility.
